1989 Mercury 60hp trim problems

Does anybody know what would cause the trim to not go down all the way. I just put a used T & T unit on my motor and when I went to lower the motor it went down until it hit the 2 piston and rod assemblies then it stressed until it stopped. It wouldn't lower all the way, just about an inch. Then when I went to put it back up, it went real slow until it cleared the piston and rod assemblies then seemed to go the rest of the way up normally. This is the unit with the two posts on either side with the filler tube on the left and the center cylinder attached to the motor. Thanks in advance.

Tried it again with a fully charged battery and it keeps popping the fuse once it gets to the lower outside two rods. Its almost like they are stuck in the out or up position unless I release pressure from plastic screw on the outside right of the unit and manually push it down or in. I would think if it was a o-ring problem, it wouldn't have an issue going down because it would lose pressure. Is there some way the cylinder could be coming down while the rods are trying to go out? :confused:

Could the check valve in the trim cylinder be causing this or maybe something clogged in the shaft assembly? I had the pistons out and the o-rings looked OK, the trim filter on the port piston wasn't dirty. Refilled and bled system. Still, same outcome. Any help, please. :D
