1989 Mercury XR4 150HP Intermittent Starting

I just bought a 1989 Ranger bass boat with a 1989 Mercury XR4 150hp.. Before purchasing we test drove it on the water she ran great - Had her checked out by a mechanic. Compression within 5psi around 130 all cylinders.. Finally got her registered and insured and took her out yesterday - Started right up at the dock and we screamed across the lake. Got to other side lowered to an idle she stalled and would not start up - turn the key and just got spinning noise like in this video - Why wont my outboard start? - YouTube. Got a tow back to the dock and did not have time to mess with it yesterday other than have the batteries tested at auto parts store on the way home - both fully charged. Went and got the boat from storage this morning. Brought to my house - started right up on muffs. Ran it for about 15 mins.. killed it - restarted right away. Ran to the hardware store to get new wire connectors for some of the accessory wires that were corroded at the battery. Redid those tried to start it again just a high pitched whine similar to the video. If I stayed on the key a bit she did eventually start up ran it for a bit then shut it down and would not start up again.. I can see the starter engaging and the flywheel spinning. Thoughts on next steps? Engine serial number is OC109111 if that helps with anything. Thanks in advance for any help you can provide.

No ideas? I picked up the diaphragm kit to rebuild the fuel pump this morning as I read that some folks saw the same behavior with a bad diaphragm and the kit was only $20 from a local Mercury parts dealer. Any other thoughts? I am starting to lean towards a fuel issue and away from a spark issue but open to suggestions.. Any suggestions how to rule out spark? I am new at this but can confirm that starter engages and flywheel turns. Thanks in advance for any feedback..

Test spark on each cyl.

Test battery charging, voltage engine off should be near 12.5, running A 2200 voltage should start to climb to 13 - 13.5

If NOT charging the boattery will just get lower and lower until it cranks below the minimum 300 RPM required for the ignition to operate, then you get towed in.
