1989 OMC COBRA 2.3 Starting in high rpm

Hello
I have a 1989 OMC COBRA 2.3
I had the boat running fine for about two hours today until I had it in full speed for about 2 minutes and when I decided to stop I couldn't put it back into neutral so I turned the engine off with the key
And it shifted back into neutral no problem
The engine started again and about 15 seconds later the rpm went up to 5000
So I turned it off
But now it goes to 5000 rpm every time I turn the engine on
Any suggestions will be very appreciated

check your throttle cable and linkage on the engine, throttle linkage on engine sounds stuck, may have broken throttle cable trying to throttle down
