1989 Sunbird 195 Corsica ski locker drain?

Hello everyone! I'm new to this forum but not new to boating. I have got an issue that I sure could use some help with please! The ski locker in this boat will not drain water, in fact there isn't even a drain hole to allow it to drain to bilge. It appears that the front storage drains in to the locker which makes it even worse.
Anyone have any ideas for me? I am thinking of just drilling a hole in a back corner but my concern is will that drain in to the bilge or just fill up below the locker?

If it drains into the bilge the bilge pump will remove it that is how my boat was designed
