1989 v4 Yamaha 130 engine "boggs" down

On my 1989 v4 Yamaha 130 outboard starts and idles great, also revs up in nuetral no problem. When it's put into gear, engine performs well up to about 2200 rpm and then it bogs down (sometimes stalls) and will, after a delay respond and you can run it full throttle. At full throttle the boat runs great.

I have been told "bad gas". I changed both water/fuel seperator filter and engine fuel filter as well as adding a treatment to the gas tank. No change. Do I need to pull the carbs and rebuild them or what? :confused:

Changing the fuel pump and rebuilding the carbs would be the next logical step.
