If the Prop is slipping the prop bushing would need to be changed (Requires a Press), or replace the prop if the blades are in bad shape, a stainless steel prop would give you the best performance overall.

There is a big rubber bushing that holds prop on the splined hub. It can with time wear out and you get prop slippage. The prop can be rebuilt or just buy a new prop of the same size to replace it. With your current prop being a 19" pitch I would buy another one of those.

the prop is in bad shape and needs to be replaced if the hub was bad or going would i or could i turn it by hand with the outboard in gear ?

how was the boat steering was the wheel light or real heavy? was the front loose and bouncy or nailed to the water. even with 300lbs of water 35+mph should have been with in reach

Depends on how worn the bushing is, you would have to hold the flywheel so that it can't move and maybe set the prop so that on the right hand side you could stand on a blade and use your weight to check for slippage, it could be worn just enough that it will only slip when under a heavy load and you may not weigh enough to be able to move it (make it slip).

with the boat trimmed out just right i could get the 28 mph the steering is fine (after i took the trim fins off
went for a run with them on and was really hard to turn the boat took them off and turns on a dime now) the boat seems to run over the water just fine

i will give it a try and see what happens i work in a boat repair shop so we have all kinds of tools that could help me out

I just read your post about water in the boat bottom. That will cut your speed down, so make sure you get it all out. Water weighs about 8 lbs per gal.

So I think I found out what my speed prob is/ was there was 621 lbs of wet wood and foam in the boat Im guessing that would make a big diff
