The "pee hole" was working fine and the stopped, then I unhooked line on the block and blew in compressed air and it cleared out and pumped fine. Now it is doing it again, supposedly the water pump was replaced. Any suggestions appreciated.

You got some garbage or a piece of the old impeller in there. Back flushing would be best way in my opinion although you need the lower unit off again to give it a good flushing down.

Hold on a minute, did you blow back through the block itself and not the tell tale hose or did you blow back through the tell tale hose ??

remove the hose and blow it out. you are blowing junk back into the block, and it is reclogging.

If you have a vacuum tool (such as what one would use to test whether a lower unit is leaking), another way is to suck the obstruction out. An advantage to the vacuum is you can see what was in there.

If you are running your motor in shallow water and churning up a lot of organic crude, you are going to have this problem on a continuing basis.
