1990 40 hp evrinrude electric start tiller model won,t run full throttle, deleted vro years ago changed coil, trigger coil, power pack cleaned the carb. Unhooked brown wire from power pack ran the same, grounded the brown wire from heat sensor and motor shuts off, wondering if horn relay is causing these problems, alarm never sounded not sure it is working should have sounded when grounding brown wire. thanks for any help
