1990 6hp evinrude hard to start.

I have a 1990 6hp evinrude that is always hard to start when cold and floods very easily.Have to prime to get it started.When it starts and warms up it will be ok after that.Do i have a fuel problem?

FWIW, I've found my 86 6 hp had the same issue after long term storage. No doubt a dirty carb made it hard starting. Still, I found by positioning the throttle on the high edge of the "start" mark and pulling 3-4 times UNCHOKED, I could get it to cough. Then one more pull choked was all she needed to fire up. Seems to get better the more I use it ( with carb cleaned in the fuel).

Thank you so much.I tried what you suggested and it worked for me.Think i will look into cleaning my carb.( :( :
