1990 Evinrude 150 GT timing

I have tried everything and I cannot get the timing set on this powerhead. The timing is 28 BTC, 6 BTC is as close as I can get it. I have tried two different styles of timing light with the same result. I also tried the full advance technique outlined in another post and got the same result. I also followed the procedure outlined in the manual. Does anyone have any ideas?

Make sure your timing light is on the #1 plug. Also make sure your pointer is calibrated at zero when the piston in the #1 cylinder is at TDC. If you have not checked for TDC it shoulld be outlined in the manual. It really is quite simple to check and set if need be. Best of Luck.

When standing at the back of the motor, number is the on the top righthand side correct.

You are correct. So there is no misunderstanding it would be top cylinder on the Starboard side.

Looks nothing like the pics, so I would say it is not a 60 degree block. And yes on the # 1 cylinder. I have already done the procedure to set the timing tab on TDC.
