1990 Evinrude 6hp - water in pistons ?????

I have a 1990 Evinrude 6hp model E6RESR that is getting water in both cylinders while running - is the head gasket the most common problem when this happens? What else could it be?

The most common problem is that the head gasket blew away between the two cylinders. water could also enter via the exhaust baffle plate area, BUT..........

The first step regardless is to remove the cylinder head in order for inspection.

Okay head is off but I can't see any obvious reason for water other than previous owner had head off and used sealer instead of a new head gasket - what should I look for? Motor ran for a season with previous owners poor mechanic techniques then seized. I un-seized and got it running but cylinders had a bunch of water and she ran like crap after a minute.

I would make sure the head is not warped, install a new gasket and torque it properly. Run the engine up to temp, let it cool and retorque the head.

New head gasket did not fix the problem - cylinders still fill up with water ???????????
