1990 Evinrude VRO 40 h.p. low speed shake

The motor runs rough at low speeds, even in neutral, great in high speed, any adjustment I can make ? Thanks
do you have a manual page on carb adjustment that could be sent to me ?

check spark and compression, weak spark and low compression would show at idle, and not at wot, also could have contaminated low speed jets. you have no adjustments on that carb, just fixed jets. read this. > http://forums.iboats.com/showthread.php?t=299680
