1990 Johnson 140 steering stem question

Hey, I'm pulling an outboard off of a tandem setup and reinstalling another 140hp in its place. It has an aftermarket power steering setup on it and both outboards have brackets that need to be removed. From what I can see its a countersunk allen bolt that comes up from the bottom in the last hole on the steering stem. Can anyone tell me whether that steering stem hole is threaded or not? I can't budge the bolt and don't want to strip the allen, but I'm not sure if its just corrosion holding it in there or not.

Are you working with power steering or hydraulic steering?

Sorry Dhadley, I should have been more specific. Hydraulic steering, separate self contained cylinder bolted on by brackets to the tilt tube, lines running forward through the transom to the helm. Not to be confused with the power steering setups that the V6's and V8's had. I'm mostly interested in whether or not the holes through the factory steering arm are threaded or not.

Alright, I'll provide an answer to my own question for the benefit of others. Yes both holes on the steering arm of the engine are threaded. Both came out quite nicely. Used to nuts jammed together on the through bolt to add extra tourque to the allen heads and some heat and PB blaster. Easier than expected.

Dhadley, the steering that I was reffering to is the "old style" Teleflex single hydraulic ram steering mounted on one outboard tilt tube with a tierod to the other outboard.
