Hey, I'm pulling an outboard off of a tandem setup and reinstalling another 140hp in its place. It has an aftermarket power steering setup on it and both outboards have brackets that need to be removed. From what I can see its a countersunk allen bolt that comes up from the bottom in the last hole on the steering stem. Can anyone tell me whether that steering stem hole is threaded or not? I can't budge the bolt and don't want to strip the allen, but I'm not sure if its just corrosion holding it in there or not.
