1990 johnson 200 prop

just changed from a sst 4blade 27" pitch to a raker 24" and the rpms and the speed stayed the same. I have no jackplate motor runs great. 5000 rpms which is not enough, i have a hot foot should i see if throttle is opening up all the way? top speed is 55
