1990 Mercury 40 Cowl Latch

I have a 1990 Mercury classic 40hp that the cowl latching mechanism is broken and I can't get the cover off to get into the motor. The latch handle was broken when I bought the motor but now the latching mechanism won't release when I move the handle with a pair of pliers.

If anybody can help me figure this one out, I would be most grateful.

Maybe if you could post a good photo of what you are looking at, That may help give someone a better idea, If not then someone maybe along here soon to try to help you out, Good luck with it.

Here are pictures of what I have got:

There are 4 bolts underneath the cover that holds a bottom plate on the powerhead housing. Not sure if these are motor mount bolts for the power head or not, but can they come out to move the plate for enough to release the latch on the inside? (Below is picture of the rear bolts that I am referring to)
