1990 Quantum Fish & Ski Top Side Restoration

Hey guys, I posted a while back about possibly repainting the top side of my 1990 20' Quantum and now I have some pictures as to why. The previous owner "restored" it by repainting and clear coat ( I can only assume its paint and clear, not gelcoat). Im sure when he was done it looked ok, but since he decided to paint around the rub rail, winsheild and fittings, rather that removing them, the finish has started to peel and bubble in spots. Even where the "new" finish is intact, it is orange peeled and impossible to get a real good shine. Here are a few pictures of what im talking about.IMG_0089.jpgIMG_0094.jpgIMG_0085.jpg

You can see in the second picture where the finish is peeling, that is where the windshield was...on the inside of the windshield is original gelcoat, the outside is peeling clear coat. The question is, do I have to completely restore this (sand, prime, paint, clear) or is there something else I can do? It has a metal flake finish and I would like to keep a metal flake finish. Im not a paint guy so I just want to make sure I do it right so I dont have to deal with this kind of thing again. I will be documenting my progress on here so I will certainly be keeping you guys posted. Thanks in advance for any help/expertice you have!
