My motor is a 1990 90 horse rude. The motor has one of the strogest pee streams out of the weep hole I have ever seen, but while running in the yard on muffs the block is very hot to the touch.Could this be a thermostat problem?

could very well be a t.stat problem. You would need to check a manual for your model, but I believe the water comes out of the tell-tale before it circulates through the head (i.e., tells you the pump is getting water up to the powerhead, but not whether it is circulating).

Try removing the thermostat and see if it runs cool on the muffs -- should actually run too cool without the t.stat, but if the overheating problem disappears, you will know what the problem was.

It isn't clear from you post whether the motor is actually overheating, but I'm assuming you believe it is. If you can't hold your fingers on the top of the head for a few seconds, it's probably running too hot.

Do you run in saltwater (and do you fw flush after every use)? You may find significant salt deposits, especially around the tstats. Has this been just a recent development? When was impeller changed?
