Ok. 2 more questions, there is something I cant find in parts catalog on evinrude website it is in the front of the motor by the rectifier it looks like a vaccume pump and the ground wire is not connected? any info on it would be great it is a cyllinder with a vaccume line and wires running out of it it has a red lever and a airstem vaule on the front end of it. 2nd question hose coming out of the top back of the motor but the wire harness bracket is not hooked to anything ? goes around the front of the motor to other side and is just floating there?? any ideas

Primer solenoids replaced the choke on most J/E motors.

It allows the fuel from the primer bulb to be injected directly into the intake manifold, bypassing the carburetor to enrich the fuel/air mix for a cold start.

It will not work electronically with the ground disconnected.

In an emergency, the red handle can be temporarily turned 90 degrees to allow fuel to bypass the carburetor for a cold start. If left that way, the engine will flood.

The normal running position is with the red handle aligned with the cylindrical part of the solenoid.
