1991 40 HP Evinrude Tracker Motor Problems

I aquired this boat last year. Put new gas in and away we went. It ran great after a few tanks and then cold weather came and it sat. I did not winterize the motor (stupid me) and now the motor just isnt running good. I tried adding fresh gas to the 1/4 tank it had in it to no avail. The motor will idle but when given gas it bogs out immediately or will run at high RPM then bog down a few seconds later. I recently took the carbs off and cleaned them as well as I could (definitely not a boat mechanic) but I couldnt find how to take the jets out and clean them like I have done with my atv. Just wondering if this is a problem I can tackle or should I bite the bullet and take it to marine shop. I really think its got to do with carb combined with old gas but I'm not 100% sure. Also, I have noticed the oil pump lines and ball pump are hard as a brick, not sure if I should replace it with flexible gas line? Normally there is never any need to go to the Marineshop.
Yes replace those lines and the bulb and also run through a carb cleaner like seafoam

Thanks, I did not remove the drain plug on the carb therefore didn't see the high flow jet. I'm sure thats the problem now because there was some gunk in the bowl around where that jet would be. Will try to get some time to tear it apart again this week and try to get that jet sprayed. Thanks again.
