1991 50 hp 2 stroke 3 cylinder Mercury outboard sudden loss of power

I just rehabbed a 16 foot aluminum fishing boat and the first time taking it out it ran and work great this was an hour or so. The second time taking it out a completely different day it was running fine for about an hour then It had a student loss of power and RPM this was with the throttle fully open. The next day I took it back out on the water and as I opened up the throttle it was the same as the previous day bogged down but after I pulled back on the throttle and opened it up again it slammed into full speed and was running like normal. This only lasted for another hour before it lost power again and remained bogged down. I have just recently changed the fuel filter, the main fuel line that includes the primer bulb, the spark plugs, The lower unit oil which seems very clean and without water present, and during all this, the engine was running on new non-ethanol fuel in a brand new fuel tank.
