1991 70HP Johnson "what is it?"

Hi, I have a 1991 70HP and I ran across something that has me puzzled. On the right side looking forward theres what appears to be a solenoid with a red pointer on it. Also under a little black cap theres an air fitting type thing. What is all this and what happens if the red pointer position is changed? Which direction should it be pointing in? Why the pressure fitting? Thanks for your help! Ben

the unit is the primer solenoid, it purpose is to squirt fuel into the intake, when starting. it replaces the old butterflies in the carb, to choke the motor when starting. it is activated by pushing in on the key when starting. the schrader valve is for the purpose of decarbing the motor, and fogging the motor for long periods of storage. the normal running position is in the picture below, if your battery is dead, and you are having to rope start the motor, you turn the red pointer 1/4 turn to let the fuel in, leaving it there will flood the motor.
