1991-70hp rude, seems to be missing

I have a 1991-70hp rude, that I recently bought. I have not had it on the water yet. It seemed to have a weak spark so I bought some electrical spray, cleaned off all the wires on the terminal block and sprayed them did the same thing to the power pack ect. Now the spark seems better, it's jumping the 1/2 " gap and is blue but it's hard to tell how strong it is in the day light. This motor seems to be missing but if you pull off the plug wires one by one each cylinder seems to slow down. The peculiar thing is the exhaust seems louder than my other 70/s I have. The guys said it set for a year but he drained the carbs.

If the compression and spark are ok, you might try spraying fuel mixture into each carb and see if all the carbs are delivering fuel. If you find that the engine picks up, it might be time to overhaul the carbs.

I forgot to mention that the compression is 120 x 3, if I pull off each spark plug wire the engine slows down.
