1991 Evinrude VRO 40hp No Spark

Why is this old school guy even trying to work on this new-fangled motor
Because my neighbor asked - seems I've developed a reputation in the neighborhood and word spreads quickly. Anyway, engine stopped running - seems no spark. I checked the ignition switch and kill switch/lanyard, and they are OK. Checked the inline fuses and they are ok. Don't see any loose/shorting wires. Just not getting any spark. Sprayed premix directly into carbs and not even a fart. Plugs are wet even without the premix spray. So what's the next obvious problem - coils? Power pack? Let me know what you think.

disconnect the big red plug. then jump the solenoid, incoming positive post to the small most next to it. if no start try the other small post. still no spark look at this >

my first idea would be power pack as it effects both plugs.
