1992 70 hp evinrude problems with re-starting?

I have noticed a problem with my motor for awhile now, Every season I start motor up in barrel at home and have to always use the electric fuel pump primer lever for starting, Took boat to ocean yesterday for 1st time this year, started right up but Everytime I shut motor down it would just quit, To get motor running again I have to use the electric primer switch everytime!! My question is the fuel primer bad or solonoid bad or something like that?? Its a pain in the but removing the cowl of motor to start it all the time..

are you pushing the key in for an 8 count before trying to start? pushing the key in activates the primer, it is not automatic. if this is your procedure, remove the cowl, push key and listen for the clik. if no clik. time to trouble shoot switch, wiring connections, solenoid. if you have the clik, remove the hose to the intake and see if you get gas when activated. if you have the clik, and no gas time to find out why. also when is the last time you changed your impeller. don't want if to fail in the ocean.

When you say push key in and count for 8 seconds, Do I hold choke button on for a count of 8 on control box, or do I just turn the key for 8 count??
