1992-93 90hp Evinrude

I have a 92-93 90hp evinrude v4 , is this motor suppose to shoot a stream of water out the side ?? if so , it does not ! or is this motor cooled from with-in ?

strong tale tell stream, follow the hose from the fitting on the lower cowl, starboard rear. disconnect at motor, and clean the hose out. kritters love to make nest in the hose and block it. then if no stream, impeller is in question.
