1992 E10RELENA won't go over 3k

Motor needs 4 things to run.----Correct amount of fuel and air.----Crankcase compression.----Spark at the right time.----Compression in the cylinder.-----In my opinion it should be easy to determine where the issue is with this motor.-----Checked fuel pump diaphragm ?----Float valve ?-----High speed jet ?----Bottom crank seal ?----Plugged exhaust tube ?----Spark that jumps a gap of 3/8" on both leads ?----Flywheel key ?-----Hole in the crankcase by chance ?

Since the initial issue I've soaked, cleaned and rebuilt the carb twice. Once with a Sierra kit, again with OEM. It also has the correct jet while we're on the carb (34). Compression is 120 on both. Roller and throttle cam synced. Nothing cracked or missing. Flywheel key perfect. Engine is extremely clean with low hours. I haven't verified spark with a spark tester set to 3/8". I haven't put a timing light on it to verify it's really advancing. I haven't checked the exhaust for obstruction. And I haven't been in the fuel pump, but I've bypassed it. I 100% agree that this should be easy since there are very few components and I've had 6 of these engines from 9.9-50 hp. But other than carb kits, I've never had an issue with any till now

While we're talking about exhaust, is there an effective way of checking it without removing the gearcase or powerhead? I.e. if I feel it coming thru the prop while running on a flush, is that enough? I did notice some weird bubbles when putting it on the trailer but didn't think much of it since I usually don't pay attention to prop wash. Also this boat used to be kept in my warehouse and was always fine. Left it outside for a week then that's when the problem started. So it is definitely possible something crawled in there. Lastly, I've been running rich for a while and usually have some scum coming out of the prop hub. Now it's clean.
