it has 4 carbs i cleaned the carbs and put fresh fuel in the tank it runs but is idling up and down on its own i can put my hand over the carb on the top right and it lines out almost like that carb is not working or something can anyone help please

Disassemble and soak throttle bodies and carb bodies. Blow out every orifice with carb cleaner, using the plastic nozzle. Soak in whatever you are most comfortable with -- Pine Sol (mildest) to lacquer thinner.

What happens when you put hand in front of the upper carburetor on the right ?----Does motor speed up ?------Does motor stumble ?-----No difference in running ?----Note----The carburetors on the right side feed the 2 cylinders on the left side !
