1992 evinrude 140 idle problem

runs great at speed anything over. 1/3 throttle But at idle it seems to idle real low rpm and dies while in gear.
I did comp test 140 lb per cylinder. Did spark test with tester it jumps a 7/16 spark on all 4. I did run some bad gas from tank with water bad trash but had good filters to catch most. Had old gas in tank, drained most but some got by.I have replaced all fuel via draining tank and replaced all three filters 1 being water Sep. Filter. It has the 4 carb setup and have not pull them off.
What should I do next.

Clean carbs and throttle bodies. Replace plugs.

I just pulled all 4 and cleaned them well. They are simple and really seen nothing dirty about them, Checked for leaks behind carbs and they appear sealed ok. Sprayed carb cleaner as it was running. I will try it again and see if it helped by cleaning them.

Was just thinking, my boat has sit for two years so Being a VRO oil injected, I put 12 gall. Of fuel and mixed it 50. 1 and marked oil tank. It has dropped from my mark so it's working as it should. So being it is prefixed and oil is injecting would that cause it to idle and run ruff ?
