1992 mariner 40 hp wont turn over

i have a 1992 mariner 40 hp 4 cylinder
this summer we had it out on the lake and
it got weeds in the prop
we raised the motor up and removed the weeds
after weeds were removed we lowered it back in water and
started the motor
the motor was wanting to stall it is kinda cold blooded at first ''''

well we kept trying to keep it running and then battery went dead
we got a tug back to shore and charged the battery
then we went to start it again and the motor acts like its locked up

i tried turning it over by hand and cant budge it at all ?

any suggestions ?

Remove spark plugs and try again... You'll probably see water come out of one of the cylinders, most likely the bottom one.

When were the exhaust gaskets/lower crankcase seal last replaced?

i took the plugs all out and the only thing i seen was a little oil coming out ''''
no water

i put the motor in forward and put a socket and breaker bar on the prop nut and tried to turn the motor over manually and it would not move at all
it seems like its seized up '''''
and suggestions ?
