1992 merc i/o trim problems

Working on a 92 celebrity w/5.7 merc I/O. The boat had been sunk, but I have got it running again. The trim oil is yellow looking like water in mix. I have pumped out the tank 4 times and installed new fluid but oil continues to become yellow when trimmed up and down. What am I doing wrong???

how did it sink? Did you pull both lines and flush pump?

Boat was on trailer with plug out when floods hit Nashville. Did not pull lines and not sure how to flush pump. Thought draining old fluid 4 times would flush pump. Thanks
