i recently returned from a 15 month deployment and was having my boat worked on by a local guy while i was deployed. i would not recommend to anyone to take their boat there. anyway. i put a new edelbrock marine carb on the boat but before that i noticed what looked like water in the oil. only to be fuel. so i took out the plugs cranked it over a few times to get old stuff out. put the new plugs in. also made sure it had fresh gas and fuel filter. changed the oil. so anyway. when ever i hook up the fuel pump to the carb bunch of fuel just fills up the intake in a matter of no time. So bad it will hydrolock the engine. when i looked down in the carb it was dripping fuel at a very steady rate causing the engine to flood. i haven't tested the pump yet, which is my first guess that it is providing to much pressure. But i did check the floats and needles and cleaned them up. Remember this is a brand new carb. does anyone have any suggestions? could it be float valves, needles, the choke?? please help.

Your new (15 month old) carburetor needs to be pulled apart to see if the float or needle and seat needs cleaning, adjustment or replacement.

Another possibility to consider is a ruptured diaphragm in your fuel pump.

Some marine fuel pumps dump internal leaks straight into the throat of the carburetor which, while not really good for your engine, is a whole lot better than a bilge full of gasoline.

Well i did a pressure test on the fuel pump and low and behold she was well over 7 psi off the chart. So i replaced it with in inline electric to get me by for now. Upon that my starter motor gave out. Where i can get a good replacement starter motor or should i just have it rebuilt. Can you buy ones from an autoparts store?

It's typically significantly cheaper to have them rebuilt. Any starter/alternator shop should be able to do it.

First off thank you for your service to our fine country. I really appreciate it.

2nd be careful just getting any starter, depending on which side of the bell housing and where a starter is located, you might be getting into drive rotation issues.
