hey, is water leaking thru the shift shaft seal itself, if so you need a shift shaft seal.
what pump and seals did you replace in the past?
If your motor "pees right away" thats water pump/rubber impeller. not shift shaft seal.
Wait a minute, you cant see the shift shaft seal if the lower unit is closed and running.
Better send pictures if you can, i cant do it but maybe you can.

I think he is talking about where the shift shaft exits the midsection.... There is a portion of the shaft exposed before it enters the lower pan.... My 20hp leaks around the shift shaft once the midsection gets full of exhaust water..... I have also seen several videos of merc motors that leak around the shift shaft... I do not know about your 9.9 but there is probably a seal to prevent this.... On my 20hp the seal looks like an accordion.... I tried a few times to get it to seal but I could not get it to stop leaking.... The way I look at it is that this is water that is going out through the prop anyway.... So I stopped worry about it..... I made a post about this a while back because I was trying to sell the motor and people did not like water coming from there....
