1993 Evinrude 35 hp jet - no spark

Hello Everyone. My Dad recently gave me his 17ft bass boat with the 93 Evinrude jet. He parked it five years ago when it wouldnt start and it hasn't been touched since because he got a smaller boat. Fortunately, it was garage kept and it is physically in great condition. I replaced the bilge and livewell pumps because they were left on and burned up, I took apart and cleaned the carbs, replaced all fuel lines and changed out the 2 cycle oil, also fresh fuel. However, my issue is that I do not have spark. I verified that the battery was good and I also had 9.8 volts at the starter, which from what I read is good. I pulled the ignition kill wire with no luck, removed the yellow wires from the rectifier with no luck, and the ignition coil was replaced right before the boat was parked five years ago, although I tested anyway and it seems good. The issue is prior to the coil because there is not spark getting to it. My problem is I'm not too sure how to test the power pack, stator and timer base. I dont have a dva adapter, just a multimeter and a light up voltage tester. I've pulled the harness plugs between the timer base and power pack and also the plug between stator and power pack. I dont get any voltage on either wiring harness. Although I dont have the dva adapter this doesn't seem normal. So I figured that I found an issue or I'm not testing properly. I'm not a mechanic by any means but I work in a maintenance related field as a wastewater operator and frequently work with AC electrical, up to and including 3 phase but DC is kind of foreign. I'm hoping to get this thing on the water this summer so any help would be appreciated. Thanks!

Is the motor cranking "smartly"? It may not be turning fast enough to produce spark (which is tested with an adjustable open air tester -- maybe the cheapest tool in the box.)

I see. I have the spark tester with the light. I dont have any spark at all at the coil so can I still use the tester to determine if it is cranking properly?

Test for spark at the plug boots (both plugs removed). Should see a strong 7/16" spark with the open tester ($10 or so at an auto parts store). Start there. Would need about 600rpm for spark -- strong battery, good starter and shiny connections.
