I have a 1993 evinrude 4hp and was woundering what the proper flow of water is. Should their be a steading stream during idle?

If you're referring to the relief port on the back of the leg, it should "Spit" water at idle. More like a mist than a stream...

Are you refering to the exhast port with the three holes or the other one with the single hole?
