1993 Evinrude Water Intruision

I'm working on a '93 Rude 40 and I'm getting water in both cylinders. It's worse on the bottom cylinder but both holes have 145-150 lbs of compression. I'm thinking exhaust plate gasket, think I'm going in the right direction?

If that's one of the Suzuki motors it's a known problem. Search on here and you will find several posts.

Think I should keep this thread going. Water out of motor due to poor fuel and a slight dunk by the PO. This one has me baffled though. Good spark, 130+ on each cylinder, and timing marks lineup with butterlies opening in sync and all the way. Carbs have been soaked twice overnight, still doesn't run right. Starts right up and idles fine but surges and dies if given full throttle. Pumping the bulb doesn't help, and giving it choke only keeps it running while it continues to surge. Sounds like a fuel problem but what do you guys think?
