1993 Johnson 150hp Oceanrunner v6 Throttle/Shifter Issues

Hi,

I am having an issue with my shifter. When I crank the motor in the neutral position the prop spins rather fast as if it's in forward gear. There is a very small area that I can sometimes find neutral. When I try to get it in reverse it's a struggle and almost sounds like it's ripping into reverse. Needless to say, I quit doing this fearing that I may tear something up worse. Is this a simple adjustment to the throttle or shifter cable or is it a linkage problem? The last time the lower unit was off was about 4 years ago to replace the water pump impeller. Also, does anyone have any tips on how to fix this? Thanks in advance!

By the book..

Disconnect the shift cable by removing the cable cover , then the trunnion block that captures the adjustment nuts for the cables.
Disconnect cable end from shift lever pin .

Operate shift controller handle fwd WOT.

Spin prop and shift into gear forward. (easier with sparkplugs out).

Install cable end on shift lever pin with washer and cotter pin or whatever clip they included.

Pull back on cable sheathing to remove slop and adjust cable trunnion nut to fit into the slot in the cable retainer block.
Install cable retainer and test shift into neutral.
Verify by spinning prop it shifted into neutral.
Should be good to go.

Verify WOT open the carb butterfly's 90 degs level and idle closes them fully.

Prop typically spins in neutral with engine running, normal.
I think its the exhaust spinning it.
