1993 Johnson 60hp warning sound on all the time

I have a 1993 Johnson 60 hp motor which runs fine, but the warning horn in on constantly. I turn the ignition on, and the warning horn sounds immediately and stays on. The manual says this indicates a fuel restriction, so I am replacing the fuel filter. However, when I removed it, it looks fine.

Any ideas? Thanks for your help and suggestions.

Sounds like a bad component on the mtr or a grounded tan wire on the mtr or else a bad horn. Turn your key on and start disconnecting any tan wire you find working your way to the control box. When the horn shuts up you'll know you found it. By the way, your manual is wrong as you don't have a fuel restriction warning on that mtr.
