1993 Johnson TJ115TLETS 115hp need help!!

I have a 1993 Johnson TJ115TETS and my crankcase is leaking. See attached pictures. Is there anything I can do to stop the leak beside complete breakdown and resealing? My other problem is my binnacle controller the idle controller ring broke I am not sure exactly what it is called but can someone please tell me where I can purchase it or give me a part number, Any help will be greatly appreciated,

The picture is somewhat out of focus. Looks like the leak is between the two halves of the crankcase. OMC used a red "gel seal" between the crankcase halves when those two halves were bolted together. If it's leaking between them, that means the seal has failed. To replace the gel seal, a crankcase teardown is required.

Thanks that's what I was afraid of. What about the gear shift ring do you know where I can get it?
