The motor seemed to idle fine,
surges while at mid and high speed trying to maintain it, but ultimately slows back down. if you bring the throtle back and try to go again it makes the attemp again and fall flat again.

This issue may be related to cold weather operation as I had similar issue all last winter and I though I fixed it the spring by rebuilding the carbs but it may just be because it was spring.

Extremely hard on fuel roughly 7km on a 18ft fibreglass boat for 5 gals,
pumping bulbs helps stop the surging, you could pump the bulb about every 1sec a half a bulb in volume and never get it hard when the motor is running. with the buld full and keeping pressure on it you would have to repump after 3 secs be cause the bulb was fully compressed.
Carbs surfaces have a frost build up on them


any help would be great.

one other thing whent back to the marina and back the boat into the water, took off the air housing cover and just ran the motor to try and spray fuel mix into the carb to see if it was straving on one of the cylinders. it was not starving really, but what I did find is a speratic spray from the high speeds at a constant throtle position? is this suppose to be a steady spray?
