1994 Bayliner JAzz propulsion issues

Compression is good on all 3 cylinders, good spark, carbs cleaned, new ring and impellar. Top speed around 5-7 mph. Any ideas???

What kind of drive system is this? Are you able to reach the proper RPMs?
