1994 Evinrude E30ELERM not running well above ¼ throttle

I installed a new water pump. I started and ran the motor in a large trash can. It ran good at idle and at higher rpm. When I was out on the lake yesterday it would not run well above ¼ throttle. I have checked that fuel is getting pumped to the carb. The carb has been removed and cleaned. When I 1[SUP]st[/SUP] got the boat, it had a bad coil. I installed new coils, OEM spark plugs and new plug wires. I am running new non-ethanol fuel at 50:1. I have attached a link to a youtube video. What do you think the problem is?

Some will argue.----I would start with a compression test.----Then a spark check to see if both will jump a gap of 3/8" or more.------Then perhaps run with a timing light hooked up to see how spark behaves.-----Replaced sparkplug wire boots ?

I have 135 lbs on each cylinder. The spark will jump a 3/8" gap. I have replaced the wires and boots. I will try the timing light tomorrow.

I removed and cleaned the carb again. I thought I had all of the junk out of the fuel system after I replaced all of the hoses. They were coming apart on the inside. I got some more black specks from the old hose out. Maybe the fourth time is a charm. I ran good in the barrel. I hope to check it out on the water on Wednesday.
