1994 Johnson 130 starting problem

I have been asked to help a friend get his 94 Johnson V4 130 started. He reports good fuel, good battery, engine turns over, the kill switch is engaged where it should be. I have advised him to get some new spark plugs as a first thing to do, he is not familiar with the engine. What should the first three things be that I can look at to get him back on the water? Thanks as always for the advice.

I assume that it is turning over just fine but not starting. Check for spark first with a cheapo spark tester from Autozone or the like. They are about 10 bucks. Make sure that the spark from each cylinder jumps about 7/16ths of an inch and is brigth blue. Orange spark won't work..
