1994 Mercury 115hp fast idle issue.

Hi all. I have a 1995 Astro w/a 1994 Merc 115. I just finished a complete fuel system rebuild including replacing 1 carb, rebuilding the 3 others, new lines, new fuel filter, new line from the tank to the motor and rebuilt the fuel pump. Turing the tear down/rebuild phase of the project, i am certain that i didn't adjust any of the linkages, idle set screw, or throttle cable. Now, the motor won't idle less than 1200 rpm (according to the tach). What could i have missed? I've haven't tried re-setting the idle screw because i didn't mess with it when i took the carbs off (why would i need to change it?). Any suggestions?

It seems like it would make the motor run poorly but that's not the case. I took the boat out to try it out and the results were.... it comes out of the hole like a shotgun blast. Runs better and faster than ever before BUT... i don't want to damage the transmission by having the motor idle @ 1200 rpm while going into gear... So... after reading a few other posts on here, i'm gonna start with air is getting into the system somewhere and go back through to check all of the lines and see if the fuel pump gaskets are sealed up good. Any other thoughts are appreciated.
