1995 200 power loss ,why?

Compression is all 125 + - 5 .Carbs were done 2x with kits,spark tester shows spark on all cylinders,idles fine,high speed ,only getting 5100,bogs to plane,ive tried shooting mixed fuel into each cyl.with each cyl.bogging as flooded ,EXCEPT for the portside top,I have pulled the plugwire off and can notice a differance ,however ,not as big a differance as if I pull different plug wires.So Im getting fuel,compression,and appear to be getting spark based on the wire removal test.Whats left? Is there any possibility that Im getting a partial spark??

Thats not very far off of recommended WOT.You dont want to turn more than 5400-5500.Has it ever went up to 5500?if not,you only issue probably is needing a different prop.

Weak spark is a possibilty.It doesn't sound that way if you can hit 5000rpm.
I'd go through the fuel system.The Ethanol we are getting is messing with a lot of things.
1st check the pump diaphram.Then check the check valves.Soft hoses,the inside delaminating.J
