1995 70 HP Force very hard to start

It has been hard to start late last season and now this Spring. When it starts it runs great. Took off the carburetor and cleaned all ports. New gas filter. Reinstalled carb and throttle linkage. Turns over great, but just doesn't start. It did start eventually yesterday and ran well. Saw where a guy says the flapper in the carb should be slightly open and try it with a #2 pencil holding it open. Should it be partly open for more air at start? It has an electric key push solenoid delivering gas to carb, possible issue?? Any thoughts appreciated. Thanks

Does this Engine have a Choke, or does it use a Fuel Enrichment system in leu of a Choke, and are you using it?
Is this a Problem all the Time, or just when the Engine is Cold?
Are you advancing the Throttle, in neutral, when trying to start?
98% of 2 Stroke Outboards have the Carbs fully closed for most of the Throttle Linkage movement. Until then, it is the Timing that changes engine speed

Thank you. I just started it by holding the carb flapper slightly open. Like it needs a bit of air to start. I might have the throttle arm out of adjustment? Was trying to adjust by extending the turnbuckle to slightly open the flapper. It starts then, but something must be off?

Test operation of the enricher.----Give motor some throttle when cranking it over.----Do not start adjusting / fiddling with linkages !
