1995 75hp water in cylinder 3

I'm looking for some info for my brothers boat motor. We have a 1995 75HP 3 cylinder 2 stroke SN: 0G177014. The #3 cylinder has water in it. I was thinking head gasket, but while searching for possible causes the armchair mechanics are throwing out things like a lower crank seal and exhaust jacket corroded. Anybody with real world experience on this motor have an opinion? I'm looking for a torque chart or service manual, if you have any recommendations it would be greatly appreciated

There is no head gasket that could leak water into the #3 cylinder.-----And if water got in to the crankcase there may be a lot more corrosion damage too.--How long ago was this discovered ?------There has to be more to this story.------Fresh water ?---Salt water ?-----Any chance the boat sank ?----Any chance of a mishap at the launch ramp ?
