1995 9.9 Evinrude 4 stoke will run just fine for about 10 mins then it will start to run rough and quit, let it set for a few mins then it will start and again do the same. I have replace the water pump, changed spark plugs and wires, cleaned carburetor, run fresh gas through it. It will sit there and idle for ever it seems and has never done the issues but yet maybe i did not let it idle long enough to see if it does the same. Someone please help

When rpm's drop squeeze primer bulb. Is primer bulb soft? Does motor run correctly after a squeeze? If so, motor is burning gas in float bowl, but fuel pump might not be working properly and does not fill carb bowl.

My 1978 9.9hp Johnson has the same issue as your newer model motor. My motor will run all day long if I squeeze primer in this way every 8-10 minutes when trolling. Or every 3 -5 minutes when at half to full throttle.

I have rebuilt the fuel pump twice (not recommended since this pump is difficult to rebuild). That rebuild fixes my motor problem.

Even so, I can troll that motor for 3 straight day without an issue (running then dying), store the motor for a week. Start motor and start stop issue might or might not resurfaces. Kit I used (sierra) did not specify to be Ethanol compatible, sales person thought rebuild kit was.

Get an open air, adjustable spark tester, and check for/measure spark when it quits and won't start. Need to test ignition output.

Just an update...I let it idle for over and hour and it ran fine the entire time so it only breaks down when in gear from low to high and anywhere in between.

Available at most auto parts stores, and quite cheap. Start with a half inch or a little less, and adjust backwards to look for spark. If no spark, would need to troubleshoot ignition system (check first and post results). If you have solid spark, you would pretty much rule out ignition issues, provided you test when it's acting up. (Actually, should also check when it's running well so you know what to look for.) Test with plugs removed.
