1995 evinrude 90 over heats

I put a new water pump kit in and getting good tell tale but it still gets hot. I took the thermostats out and tgey were open. I ran without thermostats and it cooled normaly getting right at 100 degrees. Thermostats closed on the bench. Put them back in and it overheats. Any idea how it could overheat and the thermostat be open?

Whats it running wih the thermostas in it? 100 is way to low and is this a looper or a crossflow motor?

The heads shot with a heat gun over 220 I do not know the difference between the 2, it is E90ELEOC

After reading on how to determine if its a looper or cross flow it must be a looper as it has 4 carbs not 2.

1)...is this motor new to you? 2) does heat alarm sound? 3) where did you shoot the head?

It is new to me, I shot the heads close to the plugs and the heat alarm does not sound off

If the alarm circuit is functioning correctly and not sounding its not overheating. You shoot a looper at t-stat housing

Update, so today I took the thermostats out and blew out all the holes and the chamber it sits in. All of a sudden Im getting temp reads around 150 on the block and heads and over 100 at the thermostats housings. Seems to be fixed....

Must have been plugged bypass passages. Temps are measured on the top of the block (not the face).
