1995 Evinrude E30 trouble removing shift shaft "keeper"

I've gotten all my bolts loose and everything and have even disconnected the shift linkage but I just can't seem to get the top threaded nut to slide up the shift shaft to expose the little plastic "keeper" that holds it on the shaft! Does anyone have any suggestions about how to get it to slide up? I can't really hammer on it or pry it upwards or anything as I am afraid to damage the brass or bend the shift shaft. I have tried soaking it in PB Blaster and such but it is still not sliding up to expose the plastic keeper. Help!

Usually you have to scrape / sand the paint off in order to slide the nut up.
